Cheat engine is a child's toy. But yes cheat engine can be used to hack a small minority of online games just don't expect to be able to hack any mmo games online eco etc.
If you're thinking high budget games, probably not.

But for games without proprietary servers (a.k.a. peer to peer), it's usually cheat-able, since the “game server” is a player's own computer. But then again, nowadays these often come with some third party anti-cheat solution (BattleEye, for example).
